UNKNOWN TERRITORY, United Republic of Penguins Capital – A familiar name has returned to the Club Penguin Army scene. After years of inactivity, the United Republic of Penguins, also known as the URP, has officially revived and is now entering the Small/Medium army community.
The United Republic of Penguins was established on May 23, 2017, by four former members of the Rebel Penguin Federation, including Rosaferri, then known as Manifest Red, and Nullify. The army first gained broader attention during the Great Tuba War on July 4, 2017, when the URP supported the Tubas in their conflict against the RPF. The URP later experienced several changes in leadership and direction. Following Rosaferri’s departure, Nullify and Sidika Ghazi took control and merged the URP into the Romans. Moonlocks later became involved and helped the URP return as an independent entity.
The army also became one of the founding members of the New Viking Alliance during the War of Roman Subjugation. Throughout much of 2018, the URP maintained a smaller presence and focused primarily on diplomacy. After a long period of inactivity, Rosaferri returned to the URP in 2019 and soon merged it into the Lime Green Army.
The United Republic of Penguins remained inactive until its recent revival on August 18, 2026, officially marking its return and opening a new chapter for the historic army. The revival signals the beginning of renewed activity for the URP as it enters the modern Small/Medium army scene, where it can establish itself alongside the many other armies already competing today.
The Small Medium Army League reached out to Rosaferri regarding her plans and reasons for bringing back the URP. Here’s what she had to say:
What made you decide that now was the right time to bring URP back?
There’s a lot that goes into a decision like this that I don’t think gets covered significantly. For a lot of army leaders, timing is everything, and that doesn’t exclude myself. What I identified as problems back in 2017 within the community — the Rebel Penguin Federation having no organized opposition force, stagnation (back then caused by the closure of Club Penguin simply not porting much of the former Armies community; now caused by several factors, such as institutional failures to address community concerns, and inability for leadership culture to find its way back to warfare), and a simple lack of storylines that deserve to be followed — still prove to be problems today. The URP isn’t an easy army to revive, with myself being one of the very few alumni of that army, but I have confidence that there’s enough interest in my leadership and what I bring to the community that the army and its success will follow appropriately.
What are your main goals for URP during this new era?
It’s easier to describe what I don’t hope to see for the URP. I want to give it the staple, long-term generation it’s always, in my eyes, deserved to have. I want to set the army up to be something that the community can look towards as a vehicle for change, and empower those who wish to join among our ranks to make that change they want to see. A lot of what the URP stood for nine years ago now are things the community have largely adopted in its natural fold, that armies can serve to be communities alongside fully organized forces. There’s even more to be done now, with the need for armies that stand for something to be made prevalent. Whether that’s in the S/M community or the Major community, the URP is going to prove itself to the army community that you can stand for a goal, work towards that goal, and reach it, even if it sounds insane to those around you.
What do you think will be different about URP this time compared to its original run?
There’s a lot more safeguarding of the community in place now compared to when the URP originally existed. While some bad actors do exist, it’s far less likely these days that a bad actor can infiltrate and completely corrupt the culture of an army. I owe a lot of the past failures of the URP to this problem, and with myself now nearly a decade older from when I started the original project, I have hope that the original problems of those first few generations can be completely avoided. I have also learned a great deal about the process of day-to-day army management in the modern climate (shoutout borapenguins and Ellie, who have been incredible mentors in this respect), and feel fully equipped to actually properly handle the responsibilities of proper recruitment and army management. This is something that was an undisciplined at best aspect of my previous stints in the community.
Are there any armies in the current community that you would particularly like to work with?
There’s plenty. However, I’ve also learned to move decisively and carefully in my time. The URP does not plan on discussing its foreign affairs plans publicly at this time.
What else would you like to say to the community?
I’d like to reiterate what I’ve discussed in my previous interviews on the URP’s purpose. There’s a home for every single one of you out there that want to find change, find an army that’s willing to make things happen, or discover what you can do within the community. There’s a world where the United Republic can be an incredible, positive, and impactful force on the community, and it’s your chance to come and be a part of that. Many army leaders open armies for the sake of prestige, making a name for themselves, or simply to just have fun at their own convenience, but I believe my role as an army leader is to act as prime servant to the community. The URP will be a vehicle for what the armies community could be, and has been in the past. I want to double down on my statement and say that the time to participate, if you’re even thinking about it, is now. There’s no better time like the present to start working to see the world you want to see.
I give myself ambitious and seemingly insurmountable tasks not because I necessarily think so highly of myself that I can achieve them on my own, but rather, because I believe extremely hard in two fundamental axioms about how people operate: actions speak louder than words, and that someone has to take the first step towards something. Someone has to make the ridiculous claim, someone has to make the first move, and it’s those first moves that define how the rest of our lives end up. Make the right choice today, not before anyone else does it, not before you get approval from others, and you’ll find yourself living an unbelievably fulfilling life. That’s my personal motivation for the United Republic as a whole. That’s my motivation for the armies community as a whole. I want to inspire that same drive in those who are willing to come forth and take it. If you have that drive, truly, in your heart of hearts, and want to take it for yourself, I reiterate that my door is open. Whatever happens will be because we made it happen, not because we allowed it to happen to ourselves.
With URP now entering the SMAL scene, the question becomes whether the revived army can turn its historical legacy into a lasting presence. The S/M community has seen plenty of armies rise, fall, merge, and return over the years. URP’s comeback adds another chapter to that story. Welcome back, United Republic of Penguins!
